WIKIS AS INSTIGATORS OF SOCIAL CHANGE? OPPORTUNITIES AND RISKS

As global networks develop, information becomes more and more accessible to everyone. But this is not all. WEB 2.0 and self-organization tools change the way of interaction - people/organizations increasingly act as "prosumers" combining producing and consuming information at the same time. We recently have witnessed a surge in the use of web 2.0 platforms to discuss, exchange and share information. These are tools that not only give a voice to the "many", but also enable to bridge the gap between high-level decision-makers and society at large, therefore promoting social change and direct action on the ground. It is clear that there are many ways in which such new technologies can stimulate dialogue and play a role in preventing conflict. In this panel discussion organised by the OECD Development Centre, we will especially examine the role of wikis in leveraging people's knowledge and acting as instigators for social change.

Leading questions:

  • What is the value-added of wikis, and what are their weaknesses?
  • How can wikis contribute to social change? What wiki for what purpose? How can wikis been successfully implemented in different environments (firms, governments, NGOs, international organizations)
  • Shall public policies promote the development of these tools?
